Professional Experience (Last six appointments only)
:
Vice Chancellor, Lakshmibai National Institute of
Physical Education, Deemed University, Gwalior (22nd March
2005 – onwards).
Took over as Vice Chancellor of this premier and
prestigious Institute on 22nd March 2005. During this
period a large number of policy decisions and implementation of
earlier decisions were undertaken. Major activities during this
period are as under:
Visit of Hon’ble Minister for Youth
Affairs and Sports (Late Shri Sunil Dutt Ji) to the Institute.
A Marathon in which more than ten thousand
participants participated from all over the country was conducted by
the Institute in the sweet memories of Late Maharaja Madhav Rao ji
Scindia. During this event Rajmata Madhavi Raj Sciendia, Maharaja
Jyotiraditya Scindia, Maharani Prayadarshani Scindia, Shri Kapil Dev
and number of other dignitaries graced the occasion. Two Institute
Magazines namely PRATIBIMB and SPARDHA were also released on the
occasion.
Eighty-eight students (boys and girls) of BPE
III went to Kullu (Himachal Pradesh) to take part in the Himalayan
Trekking Programme organized by Institute.
The Annual Examinations for the courses offered
by the Institute (BPE, MPE and M.Phil) were conducted during April
2005 (between 11th and 28th April 2005) and
the results were declared in June 2005.
The Institute organized Summer Coaching Campus
in different games and sports (Swimming, Basketball, Aerobics,
Football, Yoga, Table-tennis, Judo, Music, Skating and Cricket) with
a view to spot the young budding / talent of Greater Gwalior, in
which 630 participants were given Certificates after successful
completion of training.
The entrance test for admissions in BPE Course
was conducted in five different centers of the country including
Gwalior i.e. Calcutta, Patiala, Bangalore and Guhati. and for MPE
and M.Phil admissions were done at Gwalior only. The following
numbers of students were selected for admissions in different
courses:
Additional Director General Engineer Personnel
(from 23rd July 2003 to 21st March 2005), New
Delhi.
ADGE (Pers) is responsible for selection of officers for placement
in higher appointments as well as management of all personnel matters
of the Corps of Engineer including Military Engineering Service.
Also responsible for planning and executing corporate level training
of officers, supervisors and workers deployed in Military Engineer
Service through out India; a total of 4, 155 officers 28,496
subordinate staffs and 91,000 Industrial workers. The above
assignment is akin to Head of Personnel of a multi-national
organization and involved in all aspects of Human Resource
Management.
Commandant Bengal Engineer Group and Centre (from
April 01 to June 2003 – Roorkee.
Nominated to head the Bengal Engineer Group and
Centre Roorkee as Commandant for run up to the Bicentenary
celebrations of the Group. A coveted appointment for an Engineer
Officer. It required to train and induct fresh recruits in Engineer
Regiments of the Army as well as upgradation training, of inservice
soldiers, Junior Commissioned Officers (JCOs) and newly commissioned
officers of the Corps of Engineers, including Military Engineering
Service and Military Surrvey. The above assignment is akin to a Vice
Chancellor of a Deemed University laying special emphasis on physical
training, education and sports besides character building etc.
Chief Engineer Army Establishment – Kashmir
Valley, Srinagar (from June 1999 to April 2001).
It is one of the Operational establishment of Indian Army, having
International Boarders with both PAKISTAN & CHINA. It has the
Highest Battle Ground in the world. As Chief Engineer of such an
organization. I was responsible to provide all types of combat
Engineer support i.e. (dealing with Land Mines, Improvised Explosive
Devices, Construction of Bunkers, Shelters, Roads & Tracks,
Provision of field Water supply and Electricity, Aerial Cable Way,
etc.). Under my Chief Engineer ship the Corps fought the KARGIL War
(OP VIJAY) where in 150 Officers, 8000 Men and 1500 Civilian labours
worked day and night to construct and maintain the line of
communication and shelters. Handled a Budget of more than 500
crores. The above assignment is akin to a CEO of a large multi
disciplined multi faceted organization operating over a large area
simultaneously.
Chief Engineer in HQ Chandigarh Zone (from May
1997 to May 1999).
One of the largest and heavily loaded zone,
responsible to give works and maintenance cover to a large number of
formations and units of Western Command, in addition works service
was also provided to Cable Factory of Ordinance Factory Board, DAD
Western Command and TBRL, of DRDO. The zone had five C’sWE and
twenty Garrison Engineers, having a total of 220 Officers and 7650
Subordinates, which included Basic, Non Industrial and Industrial
civilian employees. The annual budget of new works and maintenance
was more than 150 crores. The above assignment is akin to Chief
Engineers of CPWD or a State – with complete independent charge
including financial and legal.
Colonel General Staff (Staff Duties) in Army
Establishment – Darjeeling NE India (from June 1995 to May 1997).
Responsible for planning and executing movements of
all units in the Corps Zone, Movements of all VIP’s in the Corps
Zone and coordinating the visit of General Officer Commanding &
Chief of Staff. Responsible for Management of all civilians employed
in the Corps Zone. Coordinate and plan Key Location Plans (KLPs) of
units and formation of the Corps and handle all problems connected
with staff duties in the Corps. The adove assignment is akin to Head
of Administrative and Planning Department of very large Organisation
– spread in North Eastern India.
